Listed assets can provide very similar long-term risk & return profiles to their unlisted counterparts, but their real advantage is centred on valuations, deep data sets and much better liquidity and scalability.  Rather than choosing between listed or unlisted infrastructure, pension plans should consider integrating both listed & unlisted exposures to provide breadth and flexibility.
