Stéphane Giguère, MPA C. Adm./Adm. A., is the Chief Executive Officer (CEO) of Ottawa Community Housing Corporation (OCHC), the largest affordable housing landlord in the National Capital. With a portfolio of more than $3.5 billion, OCHC is the fourth largest community and affordable housing provider in Canada.

As CEO, Mr. Giguère leads an award-winning organization that impacts the lives of over 32,000 residents in 15,000 homes in the city of Ottawa. He provides strategic direction and leadership to close to 1,000 employees, and contractors as well as 1,200 volunteers whose specialized skills provide affordable housing to seniors, families, single persons and those living with special needs. During his tenure, he has raised more than $800 million in new investments, and more than $1.5 billion in commitment toward new developments, capital repairs and maintenance.

Mr. Giguère is a seasoned executive and a leader in the development of business partnerships and customer service. His leadership is defined by his steadfast passion for client services and people. He is a transformational leader who is deeply committed to improving the lives of people who live in OCHC Communities – tenants are at the heart of what he does. Under his leadership, OCHC is utilizing a Complex Care Housing approach to address mental health, addictions, and to provide seniors supports for our most vulnerable tenants.

He is deeply committed to community service. He currently serves as a Governor on the Board of Governors of the University of Ottawa. He also serves as the Chair of the Finance and Treasury Committee of the University of Ottawa and a Member of the University’s Executive Committee, and Buildings and Land Committee. He is also the Chair of the Board of Housing Investment Corporation and the HI-C Issuer Trust. Stéphane is a member of the International Housing Partnership (IHP) which is a partnership aimed at promoting the exchange of best practices in the affordable housing sector. He is also a member of the Nomination Committee of Crime Prevention Ottawa, as well as a member of the OCH Foundation, and has served as the Co-Chair of Community Development Framework of Ottawa.

In 2021, the Regroupement des Gens D’Affaires de la Capitale Nationale (RGA) honoured Mr. Giguère with its Public Sector Leader award. Most recently the Ontario Non-Profit Housing Association (ONPHA) honoured him with the 2022 Sybil Frenette Award for Outstanding Leadership.

Before joining OCHC in 2014, he spent 20 years as executive, entrepreneur and investor in the technology, financial, and broadcasting sectors managing and leading key business, financial and technology transformations across several industries, municipalities and governments in Canada.

A graduate of l’École Nationale d’Administration Publique in Québec City, he holds a Masters degree in Public Administration. As well, Mr. Giguère has completed executive management programs at Queen’s, McGill and Harvard universities. Since 1994, he has held the designation of Chartered Administrator. He is also a member of the Chartered Institute of Housing (CIH).
